After the end of the Cold World, the trend in military strategy and national security agenda has been changed all over the world from high politics which emphasized issues of war, nuclear deterrence to low politics which emphasized the environment, economic development and natural resources. Despite of this global trend, the Burmese Regime in Burma increased military spending for land warfare, sea power and air power while other countries were trying to reduce. This essay will analyze the rise of military balance and its consequences.
According to the data of the International Institute for Strategic Studies (IISS), Burma military balance in 1987 and 2002 can be compared as
|
|
1987 |
2002 |
|
Total armed forces |
186,000 (personnel) |
444,000(personnel) |
|
army |
8 Regional commands |
12 Regional Commands |
|
Navy (patrols) |
36 |
61 |
|
Air Force |
20 combat, no armed hel. |
113 combat, 29 armed hel. |
So it is obvious that the defense sector of Burma has increased since 1988. Indeed, there are a variety of goals which countries try to increase the military power as an instrument. Payne categorized as
- To prevent an invader from seizing one’s territory
- To prevent an invader from taking away a part of one’s territory
- To take away part of the territory of another country
- To conquer another country (Payne, 1989:61)
In the case of Burma, there has not been an invader or a threat to invader since 1988. So the rise of military power in Burma can be assumed as a threat to its neighbor countries.
Moreover, the prisoner’s dilemma can be used to analyze for arms racing between two countries.
|
|
Country B builds More weapons |
Country B doesn’t Build weapons |
|
Country A builds more weapons |
ARMS RACE |
Country A attains Military superiority |
|
Country A doesn’t build weapons |
Country B attains Military superiority |
NO ARMS RACE |
By using this simulation, I then looked at the military balance of the neighboring countries of Burma as follows by comparing the total armed forces.
|
|
1987 |
2002 |
|
Thailand |
756,000 |
306,000 |
|
Laos |
55,500 |
29,100 |
|
India |
1462,000 |
1298,000 |
|
Bangladesh |
131,500 |
137,000 |
|
Burma |
186,000 |
444,000 |
The above figures clearly show that only Burma has increased military power and arms racing compared to its neighbor countries. Other countries reduced or remained similar figures. According to the prisoner dilemma as shown above, we can conclude that Burma has become a threat to the security of other countries.
Nevertheless, increasing the military power also means increasing the military spending. There are a lot of social and economic consequences of military spending as Sivard claimed _
“Third World defense budgets have increased sixfold, but half of the population in those countries did not have safe water to drink” (Sivard, 1987:3)
“In developing countries as many as twenty percent of children borne die before their fifth birthday; yet those countries spend almost four times as much on arms as they do on health care” (Sivard, 1987:6)
It is clear that the social welfare system can not be effective by buying more guns and the defense budget can have a serious effect to the economic development of a nation.
In addition, the current military regime used the word ‘security’ several times for its arms racing. If security is defined in a broader sense, it is the expectation that one will live in a full life, not one sitting on the guns. Security cannot be purchased by the high rates of military spending only. There are a lot of other social indicators for the security concept, for example, if the spending for arms goes up, so do poverty, diseases and suffering (Kegley, 1988:359) Poverty and military spending are closely linked as a positive correlation.
The following figure shows the defense economic data of Burma during it high rates of military balance period.
|
|
1986 |
2002 |
|
Debt (US $) |
4.2 billion |
5.6 billion |
|
Defense budget (US$) |
252.56 million |
555 million |
|
$1=K |
7.1271 |
850 (not 8.5) |
In conclusion, the high rates of military balance in Burma and its increasing budgets have caused a lot of social and economic consequences in Burma as well as a threat to international community as a whole.

thanks to ur data of MAFs,sometime,I don,t want to use alot of money for arms and amunition via china &russia(oldmodel and expensive).like T#69 norinco tanks, thai reject these tanks for poor quality and their M-60 is still better than t#69.
Thai,Bangladesh armed forces have many tanks and aircrafts via US,USSR and bangladesh get tanks from Kuwait, saudi US made 100 of Tanks.
we have to prepare for the best according to past history,Bangladesh got a submarine to get advantage on offshore oil&gas, plots(as water terrority may be spark for war),Myanmar military regime seek inside&outside enenemy so they bought many weapon poor quality from China,Russia,North Korea.
but billion of $ can change country infrastructure ,so using good diplomacy between US can reduce the budget of weapons.(but impossible now).
russia mig#29,f7,a5m,G4,pc7,9,Hinan&huoxin class ships,t#69,are not compeate with thai F#16,F5E,and stingray and M-60(updated).
So how ur overview on military build without income.
homemalin airbase is finished to use as airforce base,it design is similar to namsan AFB.
Okay,anyhow…..we like tosee peaceful country and getting agreement between opposition and ethinic rebels group(without UWSA).
hope for the best for future…….

According to peace keeper post,Myanmar power is very stroung and quantity of tanks and suface to air close airdefences systems (eg 46xTor 1sam from Russia and others russia SAMs),New attack helicopters poland and India made are also used in Burma.
Artillery(Nora via servia)and 105 to 155mmhowziers,120mm motors these weapons are more than enough to defeat insurgents ethinic group.
I believe that ethinic insurgent group will be disappeared within 2 or 3 yrs if SPDC use these weapons.
Airdefence systems also enough to cover Naypyidaw and tanks,APCS and attack helicoptrs can defeat any insurgent group.
Amazing,SPDC can use multi billions $ for military power.
the bangladesh and thai are possible future enemy as water terrority problem(offshore gas plots)it may be the spark of war and thai have feeling of past history and
drug smuggling, border crossing when clearing karen groups along the border.
every country need military might but using muliti billions dollar and SPDC not issues the budgets to the country…it is over limit…..

I can accept myanmar increasing military power but that is not to threat another neighbor country because if we have not military power or less power, the other country will be threat to our country.
We need peace but no need less power country.
We need Democracy but no need Aung Sann Su Kyi and her NLD Party. They can’t do anything for Myanmar People.
We love American people but not like American’s Foreign Policy.

hi everyone.i am a student of bangladesh studying in london.
since last 3 years of my time, i have met some of burmese students here and now i have to say burmese people are as peaceful as bangladeshi people.
i used to think burma a country of military governed and place of dictators where human kind was defeated at a graet scale.
i think this would be one reason why as a close neighbour country we need to establish more close ties rather then being hostile or stand off against each other!!
so lets not talk about how strong we are against each other as we can see from usa involvement in iraq which proves only military power can`t bring peace in a region, better option lies on mutual understanding i guess.

Recently what Myanmar started in the border doesnt make any sense.. talking about Bangladesh’s army, why forget the navy? Myanmar has a larger army and pretty much thats all.. Trying to get their hand on the gas in bay of bengal (late 2008), raising barbwire fences (couple of months back), preparing base close to Bangladesh??? I mean forget about the war… Myanmar should try to provide food and shelter to its own ppl before even looking NorthWest. I dont think war is a good idea for them.. Beating them in a war wouldnt take more than the time it would take them to flood themselves.. I dont think we would mind getting some more land BD is quite crowded anyways.. But with all seriousness I think Myanmar should keep it down else BD should take some steps

first of all mayanmar needs the democracy . the millitary lead goverment of mayanmar is such isoated from the world . for more bilateral benifits of the south asian nations , we have to stable our politics and stop the armed race . the extra budget will provide better shelter , education , public health improvement and total developmentof the countries . so better solution is peace . currently shows that the mayanmar is too aggrassive and threat for the adjacent countries , even for its own . the ppl of mayanmar should think , is that they want peace ,happy , prosper life or stay with so called gun solution . so again its better they need democracy and peace . for a long time they are under army rules . how long they will take it! the ppl of burma should think again exactlywhat they want .. . best hope for them and free aung san suu kyi

What an idiotic thinking. If,for gods sake, these two countries engage in a war, they both will be destroyed! None of them can afford a war more than seven days. An on the eighth day,India will get two more piece of land as its state. We are poor.we can’t think about war.we have to look for permanent peace. We have historical bonds between us and I think if Burma can restore democracy, all tensions will be eased.
