_ by Aung Kyaw Soe
I would like to discuss shortly about different scholarships/financial assistance schemes as I found there are confusion among people in overseas, and inside Burma.
First message is that scholarships differ in their nature, demands and missions. They can easily be categorized into following profiles: _
1. Scolarships based on nationality, citizenship, faith, or heritage or a cause: _
Some scholarships are handed out from donor agencies to recipient government employees: educators working for public tertiary educations, policy making offices as part of technical and development assistance from donor to recipient country. Not only limited to active government employees, individuals who are admitted to an approved educational institutions can also apply for those scholarships.
Sometimes the donor organization may be assisting students with a particular faith, political belief to promote a cause.
Foundations such as Ford foundations, Gates foundations, or other trusts funds play a big role in providing financial assistance to needy students who has already earned admission to an approved school and university in approved major fields are eligible to apply for those scholarships.
Competition is local; if there are around 5 scholarships per year for Burmese scholars, scientists, and policy makers, competition can be considered among fellow Burmese. Or sometimes competition is regional, if there are 10 scholarships for ASEAN region, the competition is among students and candidates from 10 ASEAN countries. For experienced and aged wanna be scholars, the fellowships are there for mid level career professionals.
Examples:
Donor Country specific
United States : FullBright scholarships, Humprey scholarships
United Kingdom : British Chevening scholarships, British Council scholarships
Japan : Mobushio scholarships, JICA
Government of Germany : DAAD scholarships.
Asian Development Bank : scholarship scheme for candidates from ADB member countries
Singapore : ASEAN post graduate scholarships, MOE scholarships
Thailand : King, Queen, Princess Siridon scholarships
University or Graduate school specific fellowships for mid-career professionals
Harvard Kennedy School of Governance fellowships
Yale fellowships
NUS LKY school Master of Public Management fellowships has LKY fellowships and
Temasak scholarships for its Master of Public Policy candidates
Cambridge trust fund from Gates foundation
Organizations specific
OSI scholarships for Burmese students
Gates foundation
2. Scholarships based on academic merit
These scholarships are not designed to serve the recipient of the scholarship native country but to serve the donor organization country. Competitions are global, it is to be competed among able scholars, candidates in all countries and there is no limit or quota set to a country or nation.
Examples:
- 100 Presidential fellowships/year ar MIT, Cambridge for any students who will pursue S.M (Master degree) at science and engineering departments in MIT under its professors. Some students try to win PhD scholarships and during half way of PhD studies after fulfilling academic requirement for MSc, they apply for MSc and stops there.
- Singapore EDB (Economic Development Board) has scholarships scheme for its niche sectors Singapore wants to develop Human Resources: Biomedical, Life Sciences, Embedded Systems Design, etc.
- University research grants under Professors fits into this profile, as long as the professor believes that you are an asset, he or she may offer you a scholarship
- Merie Curies scholarships/studentships in Europe
3. Scholarships from private companies
Competition is global and it is designed to promote that corporation’s specific research interest. But some of these schemes fit into first profile and may be limited to particular university, country to help develop the Human Resource Development in countries they operate or making profits.
Examples:
Fortune 500 companies official web sites will gives an idea.
I hope reader will get a brief idea by now.

Dear Nway Nway, try to involve in politics and do something for your country to get freedom. The next step is flee the country and get a refugee status in Thailand. There is a scholarship programe awaiting for people like you. You need not pay any dime for the programe. Once you get there you will get the information what you need and you will experience the taste of freedom.
December 14, 2006 at 1:20 pm
If peoples from Burma have Freedoms, Democracy and Human Rights in their beloved country , There are no need to flee or runaway form their beloved mother country. They will live forever their mother land. Why peoples are fleeing , living and working other countries in very diffcult conditions? If you are one of them , you can understand your self. Other wise no way to understand or ignore the real situtation in Burma that you are one of them.

Dear all
I think you should think of what do you want to do in your life.
Do you want lead a professional life: accountant, engineer,
manager, doctor, dentist, lawyer, technician, journalist etc..
are you going to work as an academics: professor, lecturer,
post doctorate, fellow, etc.. or are you going to depends on
trade skills: secretary, electrician, plumber, welder, etc..
Moreover it also depends on which field do you want to choose,
soft core social sciences (lingusitic studies, policy studies,
political science, etc..) or hard core natural sciences (Physics,
Chemistry, Maths), Engineering, professional (law, medical or
business managment).
Where do you want to work and who do you want to be will ask
different sets of skills. But major requirements are simple:
ability to speak, write and read English and ability to think critically,
rationally, logically and sometimes innovatively. But dont interpret
an academic degree either basic bachelor, advanced Masters or
post graduate PhD degree as a direct entry into a profession.
A person who earns a PhD in Electrical Engineering is not a practising
engineer yet and in some countries, a Bachelor from its top tier university
will not entitle them to practise a a professional engineer. It is more
restricted in some professions such as Law, Medicine, Accountancy, etc..
You need license to practise from professional bodies and they have to
go through several professional license exams such as USMLE, MRCP,
Bar at Law, CPA, CFA, PE (professional engineer) etc..
In my opinion, hard core subjects are easier for you to get a job later.
But if you still prefer to follow some soft core sciences, you can follow
studies in public policies, administration, political science, economics, etc..
Regarding Public Administration and Policy studies Lee Kuan Yew
school of governance at National University of Singapore offers
two types of Master programs and it has extensive partnership
with KSG, Harvard. If I were not wrong, MPP is for younger,
academic savvy candidates while MPA is for mid level older
(less academic but more case studies and soft core executive
Master) programs. It has LKY fellowships (which pays up to 5000$
per month plus condominium accomodation and there are two slots
for Burmese among other ASEAN nations. Your competitors for that
two slots are among public servants from Burma.
I am not sure NGO folks are eligible for this but if you hold responsible
position such as project manager, department manager, general manager,
director, leader, etc.. and if you have delivered results and reputable NGO,
you could lose nothing in trying it.
For MPP there are Temasak scholarships and loans. It is to compete
with ASEAN and regional candidates (from China, India) and international
(Europe, USA, etc..) but there are about 2 students from Burma per academic
year.
Or got a soft core Master in human rights education (if your NGO is in that
field) then go to UN universities world wide. Check http://www.unu.edu.
If you still want soft core studies, check International University of Japan
for its international policy studies http://www.iuj.jp. There are several students from
Burma won scholarships, competition is local among able Burmese.
So is ADB scholarships for studies in universities in Asia Pacific region.
If you are really good, get into top universities like Cambridge University in
UK and you can get scholarships from Gates foundation. Age cap is 30 but
it is not black and white, you can try even if you are above 30.
Soft core social science qualifications could help you to continue your career
with NGOs but above qualifications will hardly give you any job in
host country:
MPP from NUS for Singapore or UNU in Japan, etc.. unless they have a lot of
NGOs based in their country.
Hard cores studies can get a lot of scholarships and job opportunities. You can
get MBA at AIT in Bangkok or AIM in Manila, NTU in Singapore and University
of Aukland in NZ, etc.. And there are more than 1000+ scholarship bodies for
hard core studies (life sciences, engineering, technology, natural sciences such
as mathematics) but competition is global. You have to fight for admission and
scholarships with fellow professionals, students from all brain
exporter countries:
India, China, S.Korea, Malaysia, Philipines, etc.. and citizens of
those countries
who earned their first degrees in good overseas universities: for
example a Chinese
national who earned a Master of Engineering from UMIST, UK to compete for
a scholarship for Master of Engineering by Research degree in National
University
of Singpaore: M.Eng from UMIST is a 4 years integrated under graduate masters
degree while M.Eng from NUS is a 2 years graduate Master degree equivalent to
MSc by research from UK unviersities. So you have to understand your
degree first.
Just a simple advice is know who you are, what do you have (your high
school, college,
graduate school academic grades, scores, performance), where do you want to
go (which industry to work, private or public, blue or white collar,
etc..), how can you go there(I hope my essay helps you), what do you
need to carry (learn more, gain experience in some field, get
professional certificates, sit and get highest GRE, GMAT, LCAT, TOEFL
or IELTS scores, etc..)

Dear friends,
Thank you so much for your explanation and suggestions. That’s right. Actually, I don’t care who rules the country. I care how much they really care of people’s needs, how much they are interested in doing development for the people. They lack of doing this. That’s what i can’t forgive and stand anymore. I wish young generations will see the truth and have love and passion for their own country. Sadly, most of the young generation don’t have any love or passion or understanding ……

Hi friend
I am a Master of Public Administration at the Institute of Economics , Yangon . Now, I am trying to study in one of the foreign countries. Especially, in Japan. But, My parents are not rich. So, I find financial difficulties to go on my studies on abroad. Please help me , all my friend.
March 6, 2007 at 8:54 am
Dear Sir,
I have got a degree from Yangon Universtiy of Foreign Languages specialize in English. At the momoent I am working at Travel Agent at Operation and Reservation Field. I am keen on dealing with tourists and arranging tour program for them. On the other hand, I would like to get one of business diploma (MBA or DBA)at Australia or America. But I have to make earning for myself and my parents and family. So I do not want to bother my parents and now I am finding out the easiest way to get some useful degree from abroad.
It would be highly appreciated if you could help me getting to my dream.
March 6, 2007 at 1:43 pm
Hi Ma Aye Mya
It is relatively harder get a scholarship for professional studies like Business school, Law school or Medical school.
But there are loans available but some loan schemes are confined to local or instate students. But if you could get into good
MBA schools like Insead, ABN Amro bank is providing loans.
AIT in Bangkok, AIM in Manila, Univ of Hawaii East West Center and IUJ in Japan provide scholarships for Burmese for their MBA studies. So is Judge school of Management at University of Cambridge (age cap is 30 but if you are still on good side of 30 then you can get it) via Gates Cambridge trust fund. Some big companies provides scholarships (fellowships) for some MBA students but they dont cover in first year (I am talking about 2 years MBA programs) but the candidate must have enough funds for first year MBA which will be minimum of 10000 USD or more.
MPA and MPP programs has some scholarships but companies will not hire those graduates since no value in it for them.

Dear Aung Zaw,
To be a refugee is very difficult, and when it comes to scholarships, there are not more opportunities. Many scholarship programs for Burmese students will accept both refugees and non-refugees. Fleeing the country and becoming a refugee does not create opportunities, it only creates hardship and uncertianty – if you are not a refugee, don’t make yourself one because you think it will be better. If people want to stand up and work for change in their country, they should follow their conscience. But there are many ways to work for change, some people may choose to stay inside and struggle, and accept the challenges there. Others may be forced to live in exile and struggle from outside. But no one should ever ever choose to leave the country to because they think being a refugee will create more opportunities, educational or otherwise. Inside or outside, both are very difficult.
That being said, there are English language university programs in Thailand as well. For those who have some money, but not enough for the US or Australia, there is Webster University in Thailand, an American university that uses English as the teaching medium. I’m sure there may be other English language programs at Thai universities that are affiliated with American schools.

Do you have any information about Fellowships or Education Assistance for Doctorate Degrees (Ph.D.)majoring in Business, Finance, IT (rather than public policy, economic, health care) for Burmese refugees? Thanks for everything.
March 15, 2007 at 4:04 am
Dear Sir,
I am Win Zaw Naing from Myanmar. I got B.Sc(Zoology) from Dagon University. I would like to study in Japan by Scholarship Program. If you know some information about scholarship program from Janpan, Please help me.
Thanks.
March 16, 2007 at 8:29 pm
As I stated earlier, First I will assume you are talking about hard core studies in Business, Finance and IT.
Doctorate in Business you are saying Doctorate in Management sciences like Operation Research for wanna be Peter Druckers, Michel Porters.
Finance? Do you mean Financial Engineering accural sciences, quantitive risk assessment and managment sciences for wanna be CFOs, wall street folks, investment bankers.
IT? I assume you mean hard computer sciences like AI, Computer Architecture, Operating Systems Design, Compilers, Language Design, etc..
If you have a good bachelors with minimum of second class honours upper division (in Burmese system if you have a bachelor of engineering or technology and stood top 25% in final year, or a bachelor of science
honours in relevant sciences (mathematics for all of those, computer science for second and third, economics for first one) then if you had above average TOEFL/IELTS scores and excellent GMAT scores for first two field and GRE (General) + optional GRE (Computer Science) for IT/CS. You may need to have some working experience especially if your grades in college are not that good.
Had you have those credentials, you can get into a good graduate schools with full scholarships. The competition for admission and scholarship will be regional and global, i.e. you fight and earn a place with all able scholars worldwide.
But those who wants to avoid global competition, you should check first categories of scholarships and graduate schools those will let you slip in.

I’m Kyaw Kyaw Min from Yangon. Now, I’m working in Bangkok. I studied B.Econ(Economics) in Yangon Institute of Economics. I want to continue my education. My family is not rich enough to support me to study in abroad. I want to study M.A(Political Science). So, if you have some information about scholarship programmes, please just drop me a line.

Hi,
I would like to give some suggestions for those who want to study in Japan. There are basically two scholarships; Japanese government scholarship and privae foundation scholarship in Japan. To win scholarships, there are also two choices; first sit an exam held by Japanese embassy in Yangon for scholarship and secondly; get a direct contact with a professor who is willing to accept you for your intended study. If you are chosen by either embassy or accepted by a professor, both of these resources will nominate you to Japanese government for scholarship. And if the Japanese government selects you, you will be a winner.
Alternaively; try to get admission by having direct contact with a professor. There are so many private foundations that subsidy to Myanmar students. If you gain admission, you are likely to win the scholarship from provate foundations although the amount is not as much as Japanese government program. But it will cover enough for your study. Hope it is helpful for the information you want. Please post any question you want to know more.
Sincerely
March 29, 2007 at 7:23 am
A graduate with a degree like BA or BA honours in Political Science may find difficulties in securing an employment. So there will be rare or no banks that will give you loans. Social sceince departments are full of graduate students
and post doctorates willing to work with meagre salaries.
Unless you have proved yourself to be a potential future leader of Burma,no scholarships for college studies from a good university may come to come for pursuing political science. Why should they waste their department fund unless some other organization (like Burma prospect) pays for it?
If you studied in cheaper colleges (in India or Thailand or Philipines) you may get some scholarship for Burma prospects or Open society. But you may need to prove that you have English language proficiency by taking TOEFL or IELTS and your scholastic potential by taking SAT1 (for undergraduate studies) or GRE (for graduate studies). Pls note that Scholarships are for scholars and scholars have to prove their academic potential and calibre and standardized tests like SAT1, SAT2, GRE, GMAT, IELTS, MCAT, LCAT are there to help you. Go to a local book store and check those books out and register with Prometric test centers.
If you want to pursue college level PS degree. Then take TOEFL and SAT1. If one could get SAT1 scores higher than 2000 and respectable TOEFL scores of 550 and above then with your some college experience you could ask for a scholarship from top tier colleges with good Political Science departments such as George Town. That is if you want a BA there. Earn good grades there and pursue PhD.
The other way for an aspiring PS scholar is go and study at some good name colleges in the region earn a bachelor. Then try to get admission and scholarship for a graduate degree (above MA/MSc) by getting good GRE (Graduate Record Exam) scores, good TOEFL scores, and good grades in college, stood first or second in class and win a graduate scholarship for MA or PhD.
I recommend you to read Bill Clinton’s auto biography My Life which is a good book for an inspiring PS scholar. All the best.

Dear Sir,
I am a student who is trying to go abroad. I have financial difficulty in finance. I heard some private foundations can help me. What shuld I do for my financial need? Should I apply to prospectburma. My aunt is afraid whether it is concerned with some sort of political case. Please don’t reject my mail.

There are private foundations and bursaries that helps needy students but those are concentrated in some good universities and they are for students currently studying. So you need to get the admission to the college or university first.
Admission to a good program is competitive and you have to prove you are worth it by credentials, i.e. combination of GPA, CGPA, percentile in graduating class, scores in standardized tests, published papers, project works, working experience, etc..
As I said earlier, there are a lot of research scholarships, studentships those are open for all able scholar wanna bes from all over the globe and they dont interest in your political belief or nationality but your academic potential and you can alway aim those.
For example if one could get into a college or graduate/professional school in the Cambridge University, UK the Gates (Bill Gates) foundation Cambridge trust fund is there to provide scholarships. But off course getting into Cambridge is competitive and you have to earn it.
And full time MBA studies in good Business schools around the world are eligible for 100% loans. You dont need a gurantor to sign or co-sign for that loan and they are gentle man loans. For example if you could get into Insead MBA school, you can get loans from ABN Amro bank, and there are several B schools of those full time B school students (regardless of nationalities) are eligible for HSBC loans.
So those students or inspiring scholars should work hard for their studies and learn the existance of professional, scolastic aptitude tests and exploit for own purposes.
If you want to get into an overseas college then work hard for your high school grades, of college studies,
then go for O/A levels exams and IELTS (for UK) and
SAT1,2 and TOEFL or TWE (US of A colleges) and similar ones. Those who were weak in academic studies should either compensate with above standardized tests and should coupled up with other desirable assets like work experience, professional certifications like CFA level 1,2 , CPA, MCSD, MCSE, CCNP, etc… One need to distinguish with other potenital rivals (global competition) by those certificates and experiences. Afterall, qualifications have to earn it and it is not given free for being Burmese.

Dear All,
I have read the entire article above and I am totally agreed with this statement… “I think you should think of what do you want to do in your life.” (Aung Kyaw Soe, December 29th 2006) We must know what we want to do in our life. Regarding with studying abroad and scholarship, I would like to share with you some of my insights.
Think about some questions that may help you to understand more about your study life. Why I want to study? What I want to study? Where I want to study? When am I ready to study? After you got all the answers, you can think about the last question. How can I achieve my academic goal?
Why I want to study? Obviously, we know why we want to study because we love education. We believe in the value of education. Unfortunately, somehow we are not able to achieve the real and valuable education in our country, we want to study abroad.
What I want to study? This one is most important thing for us. We should be very careful in choosing the field of study. If you make the wrong decision that may effect to the rest of your study life. Never take the wrong first step that may lead you to wrong direction for the rest of your life.
Where I want to study? You must choose what kind of environment is suitable for you. If you are in wrong environment, I am sure that you may not be able concentrate on your study. Sometime we make mistake because our focus is on other things than the education.
When am I ready for study? Am I physically and mentally ready to study? Do I have TOFEL, IELTS and GMAT scores? Do I have enough information to make a very important decision in my study life?
If you believe that education is important in your life, if you really know the field of study that you will enjoy studying for the rest of your study life, if you know the place or environment that is suitable for your student life, if you are prepare enough to get admission and scholarship from the universities and donors, may be at that time you may start looking for admission and scholarship.
I think if you have clear vision for your study and ready to move forward, the opportunity will come to you sooner or later.
Well, I am just frankly sharing my opinion with my little knowledge. You may or you may not agree with me. However, I think we are in the same track.
(Please read Aung Kyaw Soe, December 29th 2006 for more thoughts.)

Questions (from AKS) on behalf of Burmese students:
(1)How difficult is it for a Burmese student with
SAT1, TOEFL and SAT2 scores + BEHS (10th standard
/11th Grade/Matriculation in Burma) and first/second
year in an engineering college (GTC) to get admission
into Bachelor programs of first and second tier
engineering programs in colleges of UK universities?
(2)How difficult is it for a Burmese student with a B.E
plus IELTS to be admitted into Master programs of first and
second tier UK universities?
(3)How much does it cost per academic year at first and
second tier universities
(4)Are there any loans schemes?
(5)Is that feasible for a student to work and study
without suffering grades?
Answers from an engineer who earned a MSc from a Red Brick University; Red Brick universities are the best UK can
offer after OxBridge (Oxford and Cambridge).
(1) It is not difficult to get admission with good SAT1,TOEFL,IELTS and SAT2 scores. But the very first tier universities asked GCE ‘A’ grades and they don’t care TOEFL or IELTS.( e.g Cambridge ,Imperial college )
(2) To get MSc admission , most first tier universities ask IELTS scores 6.5. If you can include English was medium of instruction certificate together with universities application and good essays , most universities will accept the applicant. Some good colleges in universities such as King’s college, Imperial College (under Univ of London), Cambridge ,Oxford Universities may ask GCE A grade or 1st class B.Eng degree from U.K good universities.
(3) The tuition fee of prestigious universities in U.K will cost around £12000 per year . Also some Business schools charge MBA candidates about £43,490 (Ref : London Business School).
(4)Normally , the student Loan scheme is only available
for home students, i.e. from UK.
(5)The students should not work more than 20 hours/week and Home Office ,U.K allows international students to work only
20 hours per week.

Master of Financial Engineering from UC Berkeley
-more demanding academic workload than an average MBA or MSc
-strong emphasis in Mathematics, Analytical skills
-career potential as a finance professional
-some programming skills or at least good in Excels
-tougher to get admission to the program than getting financial assistance (loans or scholarship)
-global competition (every one wants to earn that degree to work for Goldman Sachs to earn 600,000 USD per year bonus from wall street firms.
-may need highest GMAT, GRE scores and top GPA

Ethnic or religious minority students and majority folks
There are a lot of opportunities in the religious affialiated colleges and universities around the world.
For example there are a lot of christian, catholic or jesuit colleges and universities world wide as well as
international islamic universities in Turkey, Malaysia,
etc.. Some of them are of good quality, like George Town University is a Jesuit school but it has a very good political science program.
Those schools and scholarships are open to people from different faith of the founders or the sponsors of the universities.
Burmese students should not overlook those as well.
But as I always said earlier, it is always easier and shorter (ROI) to get admissions and scholarships for graduate schools than colleges. So students inside Burma should have worked really hard for their grades,
real learning, developing skills, critical thinking and language, team work soft skills. With high GRE/GMAT and IELTS or TOEFL scores then it should be relatively easy to get into those programs and win scholarships.
I wished all Burmese regardless of faith, race and gender will have better chances for their education in overseas and domestically.

I found something interesting opinion in a blog.
Education in Australia: Declining Quality?
The bloggers here aren’t experts on the quality of Australian education. However based on requests by some readers, I’ve written a little on it here and here.
I’m personally no big fan of Australia in general, mainly due to the excessive commercialisation aspects of Australian tertiary education. In addition, based on anecdotal evidence of the many Australian graduates whom I have received job applications from, as well as interviewed, the general entry requirements into many well-known Australian universities are set too low.

To Khin Khin Su
Pls check with Sasakawa foundation (google with that name), there are some grants for arts and some art related projects. But I am as new as you are in that field.
To May B.Tech from PTU
Pls becareful of spelling mistakes. In my opinion, since B.Tech is only a 4 years degree after BEHS, you may find it hard to
compete with B.E holders from same college who has 5 years of education. That will be treated as 4 years vs 3 years degree and if I were you I will earn a B.E first.
June 15, 2007 at 6:06 pm
To Su Su (E Major)
As an English literature graduate, if you were business savvy, you can go for Business studies. If you were not business minded but devoted in social works, you could become a policy wonk after pursuing MPP or MPM (Master degree in Policy studies).
If you wanted to be an educator, go to NIE, NTU or similar universities worldwide for something like MA in linguistic but it will be hard to get scholarships. But if you want to teach go for M.Ed (Education studies).
But if you could speak as a native speaker and has potential to sound like New Yorker accent or speak crisply with an emulated Londoner’s King English then you could pursue TOESL.
TOESL is a test from ETS (www.ets.org) for those who wants
to become English teachers.
If you are good in Maths and not only in English, if you were good with Excel and (if you are literate in programming), then you can go for CFA studies (Certified Financial Analayst) which is a prestigious certification. Its Level 1 exam is open to any one with a 4 years degree education. One could proceed to L2 after earning L1 but L3 needs work experience. But if you have university education and if you are good enough to pass
L1 (and L2) CFA exams, you can start as entry level staff in banks and wealth managemnt firms. Alternatively you can sit GMAT and TOEFL and go for MSc finance, etc..

I have another question.
I have a cousin and he is really a good computer programmer.
He is27, has got some B.Sc from Myanmar and can’t really speak good english. What does he have to do if he wants to get some scholarship or loans for study in America or Australia. He is also trying to sit for Toefl this october.
Looking forward to hearing from you
June 19, 2007 at 7:38 pm
Hi
It depend on when did he earn the BSc degree from University of Computer Studies Yangon UCSY.
Prior to 2000, UCSY (it used to be ICSY) admitted only 60 students per year out of 200,000 or more BEHS graduates every year. There was science and arts track and so it could be assumed that 50% are in science track, that interprets
100,000 students earned their BEHS matriculation exam a year.
UCSY was on same rank with Medical schools (3 Institutes of Medicines combined admission was only 550), Engineering College (2 Institutes of Technology, YIT and MIT,
combined admission was only 750). So to get into UCSY was
quite tough, i.e. you have to be top 1% of BEHS graduation class; ((60+550+800)/100000) = 1%.
And it used to be a 5 years degree for both Computer Science and Engineering after 11 years of secondary education.
But since 2000s (or in late 1990s), admission to UCSY become diluted, now we have 24 Government Computer Colleges and 24 Government Technical Collleges. BSc (computer science) has been shortened to 3 years degree. Bachelor of Technology degree becomes a 4 years degree and Bachelor of Engineering degree become 5 years degree (after BEHS). And the admission to GCC, GTC are localised, i.e. the admission criteria for a BEHS graduate from a remote area of Burma to a GTC in rural area may be different from the admission to GTC in urban area. It implies the quality of a GCC graduate, a BSc degree holder from GTC may differs across all 24 GCCs.
While BEHS is Burmese own version of IB (International Baccelerculate), no educators outside of Burma will regard it as
prestigious IB certificate. So that means a Bachelor in Computer Science degree (students those admitted to UCSY after 2000) will be treated as 3 years degree.
If I were him, I will get into a MSc in Computer Science in Yangon before I try to get overseas scholarships. I would earn a 1.5 or 2 years taught Master program in UCSY so that the college and university degrees become 5 years long (16 years of total schooling) and that will make his education equivalent to a BSEE holder in US of A or BEng holder from Singapore or Australlia.
After earning MSc, I will go for TOEFL and GRE (General Subject). I hope this will help.

I’m wondering how many Burmese Ph.D. students in science exclusively there are globally. Does anybody know the statistic?
Thanks in advance,

We will be a tiny majority compared to other countries because we open our country quite late and our newspapers and magazines are not opening eyes of Burmese students and graduates like other countries.
July 6, 2007 at 6:01 am
for architecture students, what is the best thing to study if they are in Europe?
July 6, 2007 at 6:14 am
As you know, the educational standard for architecutre is quite poor in Myanmar. My cousin is now in one of the west european countries, and she is looking for some schools.
She has not finished her architecture degree from YIT in Myanmar and she is into interior design or landscaping.
She is good in English and she can speak German and French too. What kind of school can you find there?
July 7, 2007 at 5:56 pm
FYI, interior design or landscaping is not architecture, the former is merely trade skills (like plumbing, welding, mechanic) and the later is a professional/academic skills.
If I were your cousin, I would finish my B.Arch education in Yangon and I will work hard to get into top 25% of the graduation class and then go for GRE, TOEFL and then I will save money to pursue M.Arch in overseas. It is the attitude and the drive that counts and not the school alone.

Dear Sir
We , development workers need to improve our education level base on our thematic area of experience. There are a little organizations that can support for their staffs’ further study. Although we do for the development of our communities, we are not even develop enough. As for me, I want to study some subjects to against poverty. I work in a right based INGO under health program. I found generally that
health and other problems in Myanmar are related with poverty of country. It is just my point of views but there are others causes that effect to the development of people. Thanks for information of AIT, Thailand.

Hi, I got a computer science degree B.C.Sc(Hons:), and I want to continue my study. But like everyone I don’t have money to study and my family can’t also afford it. I am now in Malaysia. Is there any chance that I can have to continue my study. Please help.
July 20, 2007 at 11:07 pm
Ko Si Thu
If you could get decent scores in GRE (General) your chances of scholarship for MSc in CS improves. Check Multimedia University, UTM and UM in Malaysia. Those universities in Malaysia and the only Brunei university
offer scholarships. Dont have to remind you that NUS,
NTU offers scholarships for CS studies. If you are business minded and open minded then you can think for MSc
in Financial Engineering (which is a hybrid discipline of
Finance+Mathematics+Computing) at SMU.
If you have GRE (General) and TOEFL you can try a lot of graduate schools in the region and far beyond. Check
Hongkong, Keio university (a good private university in Japan), etc..
If you are really ambitious and able, think of doing GRE
(Computer Science) which is not too hard for a computer
science major honours student. With that GRE general and
subject tests and TOEFL (above average score in TOEFL)
is good enough. Then you can apply PhD direct entry (PhD
scholarships are more abundant) in Singapore, US or Canada.
But if you are more inclined towards professionalism, take
BCS or any other professional exam like IBM or Java developer/architect exams or vendor neutral exams like
BCS (British Computer Society) exam for last part or IEEE CS CSDP (Certified Software Development Professional).
The former will qualified you somewhere to chartered status and the latter will qualified you to be P.E status.
BCS is for UK and IEEE is for US. You need some development experience for that. It is regarded higher than
a Master from most of graduate schools. Armed with that
certifications, you can work in a developed country and make more money and pursue a part time master in a good university near by.
With those your career will dramatically improved.
July 20, 2007 at 11:13 pm
Some are some PhD students on scholarships who apply for MSc degree after fulfilling course work requirements for PhD.
That is how some earn their Master degree on scholarships.
Keep in mind that terminal master degrees (leading to MS)
are rarely come with scholarships.
But if I were holding a research scholarship leading to a terminal PhD degree then I will not break the scholarship bond and will do my best to earn a PhD since PhD in EE/CS are not confined to academic careers anymore. Nowadays
MSc become a norm, BSc honours are minimum qualification for some jobs and in future MSc might become minimum qualification in most high tech jobs and PhD may become norm.

I earned a Master degree in Education from India.
I have worked in international schools in Myanmar.
When i look and consider about the education system and result within the schools other than International schools, and when i look at the people who cannot effort for education much, there is a big gap in behavior and knowledge acquired as far as i am concerned.
I would like to do something for the community with less opportunated citizens in the field of education, especially childhood education. My degree is not recognized.
What should i do? There are some restrictions but there will be always a way to do it…I believe.
Any suggestion please.
July 24, 2007 at 6:24 pm
Mai
Congradulations for the noble idea. Early childhood education is one of the sector which is neglected and if one has some resources and entrepreneurship skills, it could become a profitable and sustainable business. It does not need to sucker people in power too and it could be a honest living and profession.
I once saw some 50+ kids sitting back to back, should to shoulder in down town Yangon child care center. Forget about play ground, educational tools, etc.. Those kids are cramped like Sardines in a can. It is in downtown Rangoon in 1990. The old lady that runs the nursery may be good hearted but it is like a prison for kids, it is killing them. Government run nusaries are not up to the job.
Yes there are some elite (less than average by international standards) nusaries and kindergartens but it is ridiculous to kids to those so called elite places as it hassles don’t justifies the benefits sending kids there.
One could set up chains of nusaries in downtown Yangon where working couples are concentrated. With some old second hand PCs, some hand made (one dont have to buy
expensive imported lego toys instead one can devise it by a good carpenter for child friendly educational toys) and some xeorxed books, one can turn old house wives’ homes into comfortable pre schools for future leaders of Burma, i.e. today 2 or 5 years old kids.
One can set up a preschool at home, use it as a show case and training ground and franchaise that business model and replicate that for own business profits and professional benefits to passionate deed.
YWCA is running a child care center for run away kids and you can get a lot of help from them, there may are buddhists monastries running such stuff too.
One could seek grants (locally and internationally to set up and expand business/organizational capacity). Check for seed capital if you need any.
If you are seeking profession think of gettting the license like Montessori teacher license.

I really have no idea but I suggest you try to get in touch with Burmese community at Curtin Univ of Technology.
Pls check AusAid, Ausi embassy in Yangon.
Hay Mun
BEHS grades and distinctions alone cannot get you in scholarships in overseas college yet. One need to go for some standardized test scores like SAT or TOEFL. But those also demand some resources too.
But KMD Yangon is offering 100% scholarships for those students with 5 distinctions in BEHS and one should have a look. If you can manage to earn an extra degree in IT from 3rd tier UK universities (what KMD offers) in addition to your
public school degree, then it will enhance your chances for graduate studies as well as some opportunities in mid way in college. Check Singapore universities as they are also recruiting in Burma, I mean NUS, NTU and SMU. Not other dubious degree programs by some private universities in Singapore. If your family could fork out some resources,
then aim higher for some overseas colleges but if your family cannot contribute too much, the best way is to earn a
college degree in Burma, try to graduate in top 10% and do TOEFL and GRE/GMAT for graduate or professional studies elsewhere. It is a fact that college scholarships are harder to get than graduate degrees and again we are competing globally to get competitive scholarships. No one will like to give us scholarship because we are Burmese but we can gain a lot of free quality education if we are driven and agile enough.

Reply to “86 Mai”
Dear Mai:
In your letter, my attention catches on; “My degree is not recognized”.
Try not to despair in this matter, which may lead to depression!
These must be reckless people (close minded) people who do not recognize you master degree from oversea.
Among other countries, Singapore is the No.1, which does not recognize the military regime education system.
I believe there must be resources where your education would be recognized in this moment of situation.
For example: approaching with application to India, Bangladesh, and Pakistan Embassy or others.
There may be some other resources that I do not aware.
I am just trying to give you an idea that you can do.
All you need is to set a good resume (Curriculum Vitae), and prepare for “interview technique”
Wishing you good luck and success.
Sincerely,
Maung Hein

LCCI is the accounting/auditing track. Level 3 is about equivalent to the first year in third tier UK universities
(I mean with graduates of LCCI level 3 certificates
can go only into second year of 3 years UK degree
programs in low ranking UK universities and not every
universities). Therefore a LCCI level 3 certificate or
even LCCI group diploma (post LCCI level 3) will not
help a lot for graduates seeking post graduate (tertiary studies after first degree) opportunities.
If you have read the threads above, you might have
noticed that GRE (Graduate Record Exam) or GMAT
(Graduate Management Aptitude Test) plus TOEFL/IELTS
(may or may not need) are way to go.
Excellent GMAT scores will help you secure a good MBA
program (top 2% out of more than 5,000 Business schools
with MBA programs worldwide, i.e. world top 100) then you
can get loans from banks, scholarships, financial aid, etc..
http://rankings.ft.com/rankings/mba/rankings.html
http://rankings.ft.com/rankings/mba/rankings.html
August 12, 2007 at 12:20 pm
Check Asian Institute of Technology, Bangkok, Thailand or Asian Institute of Management, Manila, Philipines.
I think they have MBA programs where admission comes with some full or partial scholarship for Burmese students.
There is IUJ in Japan that offers scholarship for MBA program for Burmese students. NUS and NTU in Singapore offers scholarship for Burmese students too.
But If I were to study full time, if I could get into above FT’s 100 programs and study there with some loans+partial scholarships+paid internships in some firms. An MBA from AIT or AIM might not give you the same prestige and peer learning compared to those B schools those appears in FT 100 list below.
http://rankings.ft.com/rankings/mba/rankings.html
http://rankings.ft.com/rankings/mba/rankings.html
Another good indication of good MBA school is whether is it in the HSMP list from British immigration. HSMP (Highly Skilled Migrant Program) has identified 50 MBA programs out of more than 5000 Business schools worldwide and UK allows MBA graduates of those 50 MBA programs to live and find work in the UK for 2 years. That implies those MBA schools are good and it will serve as an good metric better than rankings which are subjective or irrelevant.
Check below url to find out which business schools make their cut into HSMP.
http://www.ukvisaservices.co.uk/immigration/uk/highly_skilled_migrant_programme/mba/
Therefore rule of thumb is that if a school makes in FT 100 as well as HSMP and if banks are willing to loan money without a gurantor to co-sign loan then it must be good.
Because banks never lend someone or business those don’t have potential.
Then check the admission requirements from the Economist’s magazine Economist Intelligence Unit.

What do I mean by first tier, second tier and third tier universities in UK?
Although not all academic programs or colleges in a university are made equal,i.e. for example University of Edinburgh may have world class medical school, its Electrical Engineering may not be world class but
regional or UK class or reputation only. Also since Oxford
universities is made up of more than several dozens of
colleges and Cambridge University has about 40 or more
colleges, not every degree from all college will carry the same prestige and value.
But in general, for UK, one can classify as follows.
first tier = Oxford and Cambridge
second tier = Good Research Universities and Red Brick Univ
third tier = Old pre 1992 universities
fourth tier = Post 1992 universities (previous polytechnics)

WWW or Internetworking technologies can be learnt locally in Yangon. To build a simple web site you can learn yourself.
To gain skills in infrastructure side, i.e. tcp/udp,ip protocols and data networking fabric and services: http, smtp, pop, ftp servers you can learn in locally. But if you want to learn how internet technology for educational and training then you can check for NIE in Singapore; NIE is part of NTU.

For a dentist, while it is hard to get specialist training for further studies in denistry, it may be easier for you to pursue scholarships in life sciences, check http://www.umb.no or http://www.uib.no, or universities offering life sciences courses.
Google “Life Science Graduate studies scholarship opportunities” will do for you. With good GRE scores and TOEFL you can get a scholarship.

I think you can check with British Council for possible scholarships, check Burma prospects, Gates foundation, etc..

I think you should check with Burma prospects and I think there is one representative in AIT for Burmese students. Check ADB too. Check DAAD. Probe other Burmese there.

Hello,
I went to the scholorships office and asked about the ADB scholorships and the lady from that office told me that I was not eligible for applying that ADB scholorship as I was not the full scholorship holder. She said this is only for the full scholorship holders and I was not eligible for that. What should I do?
Can you tell me the name of a person who is a representative for Burmese students?
Have already contacted to Prospect Burma and they said it was too late for this semester. I can apply for next semester when the time comes.
Thanks for your reply. Let me know the possibilities too.
Warmest wishes,
May

Hello,
I’m a graduate from University of Medicine, Mandalay, Myanmar in 2006. After that I’ve went to a small town in a state working as a general practitionar. I interest in public health, and I want to study Master course of PH science in aboard, US. I’ve a financial problem and I need scholership !! Also, I don’t know any information about this and how to achieve it.
Further more, now, the goverment call us for the assistant surgeon (AS) posting for our batch. If we don’t apply it, we won’t get a registration (SAMA) as medical doctor and also the transcription and grading for our study, M.B.,B.S in Myanmar and also it may be illegal. And if I apply it, there would be a bound between goverment and me, I should do for goverment for a life long. I don’t want to do it. Also, studying in aboard for postgraduate, it may need the transcript and grading for my study in Myanmar.
I want to study MPH and my ambition is to work as a NGO,UN stuff in publish health science for people living in underdeveloping country such as in Africa, in South East Asia Countries including our country.
Please give me some suggestion for my condition, how to achieve a scholarship, what should I do. I’ve welcome anyone, as also my senior doctors and all you.
Thanks a lot!
Aung.
